The Securities and Exchange Commission (SEC) of the Philippines has announced the opening of applications for its SEC Strategic Sandbox (StratBox), focussing on Crypto-Asset Service Providers (CASPs).
The aim of this initiative is to foster responsible innovation in the financial services sector, especially in the emerging field of Crypto-Asset Services. This is detailed in SEC Memorandum Circular No. 09-2024.
The StratBox program provides a controlled environment. Within this environment, CASPs can test and pilot their products, services, and business models. By doing so, the SEC Philippines through its sandbox seeks to gather critical insights and data on the risks and opportunities associated with Crypto-Asset Services.
This information will be instrumental in developing comprehensive and effective regulatory frameworks to govern these services.
A key objective of the StratBox is to ensure investor protection while maintaining market integrity and financial stability. The initiative specifically targets entities engaged in or intending to engage in Crypto-Asset Services. Examples of these entities are cryptocurrency exchanges and virtual asset custodians.
While the focus is on crypto-asset services, the SEC will also consider applications from entities with business models in other financial sectors.
Interested applicants must submit their applications using the SEC Stratbox Application Form, as detailed in SEC Memorandum Circular No. 09-2024. Completed applications and supporting documents should be submitted electronically to the PhiliFintech Innovation Office.
The SEC encourages all eligible parties to participate in the StratBox. By doing so, they contribute to the development of a sound regulatory environment for Crypto-Asset Services in the Philippines.
