FinTech Alliance.PH Unveils Fraud Bureau Plans for the Philippines

FinTech Alliance.PH held its second-quarter Digital Industry Caucus and Manila Tech Summit Media Launch on June 24, 2025. The event, hosted at The Marquis Events Place, gathered representatives from government, diplomatic missions, and the private sector.
Bangko Sentral ng Pilipinas (BSP) Deputy Governor Chuchi Fonacier delivered the keynote address, emphasising the need for an industry-led fraud bureau in the Philippines to foster a more secure digital economy. Strong collaboration between regulators and the private sector is crucial, she emphasised. This collaboration helps combat fraud, build consumer trust, and promote financial inclusion.

Deputy Governor Fonacier stated, “Continuing engagement with industry players such as the Fintech Alliance is crucial in fostering a shared understanding of risks, financial inclusion goals, and market conduct expectations”.
She added that cooperation enhances the financial system’s cyber resilience, enabling proactive identification and response to threats.
During the caucus, FinTech Alliance.PH announced the submission of a white paper to the Department of Information and Communications Technology (DICT) Secretary, Henry Aguda and the Cybercrime Investigation and Coordination Center (CICC). The paper outlines a roadmap for the proposed fraud bureau in the Philippines. It positions the bureau as a shared responsibility across the country’s digital ecosystem.
The Alliance also welcomed four new member institutions. They are SnapWork Digital Technologies Pte. Ltd., TrustDecision Pte. Ltd., EmbedIT S.R.O., and Trusting Social AI Philippines. Their addition reflects the Alliance’s growing momentum and unified vision of bridging innovation and inclusion.
Fintech Alliance.PH also unveiled the theme for the 2025 Manila Tech Summit, which is “Forging a New Global Order: Risks and Opportunities Redefined”. Scheduled for August, the summit expects over 1,300 stakeholders to discuss the Philippines’ role amidst global changes.
FinTech Alliance.PH Founding Chairman Lito Villanueva concluded with a call to action, stating, “The Philippines is not just catching up, we’re stepping up to lead”.
