On September 9, 2025, Representative Brian Poe Llamanzares filed House Bill 4489. The bill mandates that the government record all national budget allocations and expenditures on a blockchain platform.

He explained that the proposal is about “giving the people the power to hold government to account — in real time.”
If passed, the law would require all budget entries, procurement processes, and disbursements to be logged on a tamper-proof blockchain ledger. This would provide citizens, policymakers, and watchdog groups with instant, real-time access to updates on government projects and spending.
The Alliance noted that the measure aligns with the current administration’s goal of a more transparent and digitally empowered government. The proposal from Rep. Poe is one of several similar measures currently under consideration.
In the House of Representatives, Rep. Angelo Barba and Rep. Javier Miguel Benitez have filed related bills, while Senator Paolo Benigno Aquino IV has introduced a counterpart measure in the Senate.
All four bills remain pending in their respective chambers.
