The Social Security System (SSS) and Rizal Commercial Banking Corporation (RCBC) are expanding their public-private partnership to enhance financial inclusion and social protection through digital services.
The partnership was announced at the Singapore Fintech Festival 2025.
Following the initial rollout of the MySSS Card powered by RCBC DiskarTech, the two institutions will introduce the SSS x RCBC Digital Micro Loan, which will be accessible via the DiskarTech app.
This initiative allows SSS members to apply for microloans and receive funds directly in their DiskarTech account, representing a step forward in the government’s digital transformation efforts aimed at providing faster and more accessible financial services.
Since the launch of the MySSS Card, daily account registrations have increased by 2,310%, reflecting high demand among Filipino workers for straightforward, secure, digitally enabled government financial services.
More than 50,000 SSS members have obtained the MySSS Card, which functions as an ID and debit card, integrating government and financial services into a single platform.
The SSS will provide funding for the digital micro-lending programme, which will be available to DiskarTech users by early next year.
Loanable amounts will be up to ₱20,000, with terms ranging from 15 to 90 days and an interest rate of 8 per cent per annum.
Disbursement will be made directly to the member’s DiskarTech account.
The total potential loanable volume, based on estimated eligible members, could reach ₱24 billion.

RCBC Executive Vice President and Chief Innovation and Inclusion Officer Lito Villanueva added,
“This is a powerful example of how digital public-private collaboration can transform lives. By combining SSS’s trust and reach with RCBC’s fintech and digital capabilities through DiskarTech, we are reimagining inclusive lending, instant, transparent, and truly responsive to the needs of every Filipino worker.”
To access the new digital microloan, eligible members must have an active RCBC DiskarTech account and have enrolled it as their disbursement account in the SSS Member Portal or via the MySSS Card application.
Members must be registered under the National ID System (PhilSys).
The process involves logging into the SSS Member Portal, selecting the MySSS Card service, providing the necessary details, and choosing RCBC DiskarTech as the participating financial institution.
Members then download the RCBC DiskarTech app, create a DiskarTech account using their SSS Transaction Number and registered mobile number, complete verification, and access the card through the app’s Cards Tab.
This process ensures that funds are securely credited to the member’s RCBC DiskarTech account upon verification and loan approval.
The account can receive microloan proceeds, SSS benefits, other loans, and support digital transactions.
The SSS x RCBC Digital Micro Loan programme will be rolled out nationwide, with full guidelines to be published shortly.
