The regulator published the Annotated Consolidated Reference of the 2015 Implementing Rules and Regulations on 8 May 2026.
This online document integrates all the Philippines SEC regulation updates from 2000 to 2026 into a single centralised resource.
Stakeholders can access the consolidated rules directly through the official website of the commission.
Since the rollout of the 2015 rules, the regulator has released over 60 memorandums and issuances.
These updates were designed to address evolving market conditions.
These continuous amendments aim to align local policies with international best practices.
Francis Lim, Chairperson of the Philippines SEC, stated that the continuing evolution of the capital market requires responsive and accessible updates on the rulebook.

“While the 2015 SRC IRR has been progressively enhanced over time we acknowledge that the current volume of updates necessitates a centralised digital ready reference” Lim said.
Lim added that the initiative provides legal practitioners and the investing public with a complete resource to promote regulatory clarity.
The new digital release consists of the annotated rules and a reference index.
The main document directly integrates all identified amendments into the relevant regulatory provisions.
Meanwhile, the reference index categorises all integrated memorandums by subject matter and issuance number to serve as a quick search tool.
The commission designed the annotated reference as a living document that will receive regular updates to maintain accuracy.
