LandBank of the Philippines and Visa have launched the LandBank Visa Government Purchase Card (GPC), a digital payment tool for government agencies, as announced on Visa’s official LinkedIn.

The card replaces cash advances and manual reimbursements with built-in spending controls and digital monitoring.

Agencies can set credit limits per cardholder and restrict transactions to approved merchant categories, such as travel, fuel, and representation expenses.

LandBank designed the card for low-value procurement, official travel, and recurring expenses permitted under government rules.

Among the first agencies to adopt it is the Bureau of the Treasury, which manages the custody and disbursement of government funds across 16 regional offices.

This launch adds a new expense management platform to LandBank’s existing GPC program, which has enrolled 107 government agencies and issued around 770 cards since 2023.

Going live in the fourth quarter, the platform will automate transaction capture, reconciliation, approval workflows, and reporting, letting agencies compare recorded transactions against receipts and view expenses by cardholder, office, week, or month.

Seventeen government offices will use it initially.

LandBank Executive Vice-President and Branch Banking Group Head Marilou Villafranca said the card gives partner agencies a secure digital payment solution that simplifies transactions and strengthens financial oversight.

Visa Philippines Country Manager Jeffrey Navarro said the focus goes beyond replacing cash with a card.

“What’s really more important is the governance behind it,” he said.

LandBank plans to eventually expand the program beyond national government agencies to state universities, government corporations, local governments, and potentially barangays.

Part of a Broader Digital Payments Push

This expense management platform builds on a broader agreement Visa and LandBank signed in December 2025 to expand digital payment acceptance across government platforms, including the Link.BizPortal e-payment facility and the government’s eGov.ph services portal.

Both companies have also worked together on the Automated Fare Collection System pilot on MRT-3, launched in July 2025, letting commuters tap EMV-enabled cards to pay fares.

Central bank data show 97.2% of government transaction value and volume in 2024 went through cash-lite methods, with more than 99% of government-to-government payments already digital.
