The appointment comes as the company prepares for regulatory compliance and an official market entry through Binance PH by BlockShoals.
Bilango previously served as General Manager at BlockchainSpace, supporting Web3 communities across Southeast Asia, including initiatives with The Sandbox.
She also served as Country Manager for Coins.ph, a locally licensed cryptocurrency exchange, where she took part in launching the PHPC stablecoin.
Outside Web3, Bilango was a board director at Mabuhay Capital Corporation, working on investment banking transactions across healthcare, financial services, and real estate.
Binance said Bilango’s experience working with regulatory bodies during her time at Mabuhay Capital will support its SEC compliance processes in the Philippines.

Speaking to reporters at a briefing in Pasay City, Bilango said Binance and BlockShoals plan to roll out services in the Philippines within the next couple of months, as reported by GMA News.
She said she wants the platform to eventually touch “every aspect of your financial life,” rather than be seen only as a trading platform.
BlockShoals, led by businessman Anthony Te, will handle local customer due diligence and know-your-customer verification, and carries obligations as a covered person under the Anti-Money Laundering Act.
Binance previously faced SEC scrutiny in 2024 over unauthorised securities offerings before this sandbox-based approach.
Both companies have a 90-day integration phase to synchronise systems, connect virtual asset service provider fiat rails, and validate automated anti-money laundering and counter-terrorism financing reporting workflows.
