The Monetary Board approved the appointment on 16 July, and Gasmen will join the BSP as a technical adviser on 3 November to allow for a smooth handover.
Gasmen succeeds Senior Assistant Governor Edna Villa, who retires on 15 January 2027 after more than 40 years at the central bank.
Her BSP career included serving as chief of staff to two BSP governors, alternate executive director representing the Philippines at the International Monetary Fund, and head of both the Payments and Currency Development Sub-Sector and the International Monetary Affairs and Surveillance Sub-Sector.
As Assistant Governor for Financial Markets, Gasmen will oversee BSP’s open market operations, foreign exchange policy implementation, and management of the country’s international reserves and related risk management activities, in support of the central bank’s price and financial stability mandates.
His appointment marks the first time BSP’s treasury chief role has gone to someone from the private sector, according to Inquirer’s Biz Buzz column, which first reported his expected selection in early May.
A Career Spanning BPI, HSBC and Beyond
Gasmen joins BSP from the Bank of the Philippine Islands, where he currently serves as executive vice president, treasurer, and head of global markets, chairs the bank’s asset and liability committee, and sits on its management committee.
Before joining BPI in 2014, he spent 17 years with HSBC Global Markets, including as head of Rates Trading Business across the Philippines, Indonesia, Vietnam, and Sri Lanka, and head of Balance Sheet Management for HSBC Philippines.
He also served as Asian product manager at HSBC Bank PLC in the UK, and previously worked at Deutsche Bank Manila, Citytrust Banking Corp., and Philippine American Life Insurance Corp.
Gasmen was president of the Money Market Association of the Philippines in 2006 and the ACI Financial Markets Association Philippines in 2018.
He holds a Bachelor of Science in Electrical Engineering and an MBA, both from the University of the Philippines Diliman.

A Post With Growing Relevance to Fintech
BSP’s Financial Markets sector sits at the centre of the central bank’s monetary operations, shaping the liquidity conditions and FX policy that ripple through the country’s broader financial system, including its digital banks and fintech lenders.
Villa herself has previously spoken about the connection, telling Fintech Alliance.PH at the 2023 Singapore Fintech Festival that growing foreign investment and liquidity, channelled through a safe, regulated environment, directly expands opportunities for the Philippines’ fintech sector.
