Hubert Dominic B. Guevara Returns to SEC as Commissioner

Hubert Dominic B. Guevara has been appointed as a new Securities and Exchange Commission (SEC) commissioner, succeeding fellow attorney Kelvin Lester K. Lee, whose term has concluded. Guevara, with a background as a lawyer and extensive experience in both the public sector and private legal practice, returns to the SEC after more than a decade.

SEC Chairperson Emilio B. Aquino remarked on Guevara’s return, stating,

“We are excited to welcome Atty. Guevara back to the Commission. We look forward to the expertise and insights that Atty. Guevara brings from his decades of experience in the executive branch and in the private practice of law.”

Guevara’s previous tenure at the SEC saw him as director of what was then known as the Compliance and Enforcement Department, now rebranded as the Enforcement and Investor Protection Department.

His most recent role was that of senior deputy executive secretary under the Office of the President, indicating a diverse career path that has spanned the intersections of governmental and legal roles.

In addition to his public service, Guevara has also been a managing partner at the Joaquin Guevara Adarlo & Caoile Law Offices and has taught at private learning institutions, contributing to the legal profession and education. He is an alumnus of the Ateneo de Manila University, where he earned his law degree and completed his bachelor’s degree in legal management.

SEC Chairperson Aquino was optimistic about the wealth of knowledge and experience that Guevara is set to bring to the commissioner role, underscoring the SEC’s commitment to enhancing the business environment, fostering the growth of the capital markets, and ensuring robust protection for financial consumers.

This appointment reflects the SEC’s ongoing efforts to enhance its regulatory framework and improve its service delivery, with Guevara’s experience expected to contribute to these goals.
